Dr Thomas Ofem is a highly dedicated Public Health Professional with 30 years of experience in designing, implementing, and managing Social and Behaviour Change (SBC) programs focused on critical public health issues like HIV/AIDS, malaria, and maternal, newborn, and child health (MNCH). His career reflects extensive expertise in applying user-centred design and behavioural economics to promote healthy behaviours and drive service demand. He is a visionary leader with over 15 years of experience in strategic and technical program leadership, demonstrating a deep understanding of the African health and development landscape.

His professional journey includes significant roles, such as Senior Technical Advisor & West and Central Africa Lead at Genesis Analytics (Oct 2021 – Sept 2025), where he provided overall management for the South-South Learning Network (SSLN) within the sub-region and led the firm's Behavioural Sciences and SBC unit. Previously, he served as a Senior Technical Advisor for HIV Prevention & Knowledge Management at the Johns Hopkins Centre for Communication Programs (February 2016 – December 2020), where he oversaw the design, implementation and monitoring of behavioural, biomedical, and structural interventions to reduce HIV transmission. He also held the roles of Chief of Party for the USAID-funded C-Change project at FHI360 (August 2010 – September 2012) and Project Director, PMTCT at Jhpiego (August 2009 – July 2010).

Dr Ofem has a proven track record of key accomplishments, including cultivating and securing funding from diverse sources such as USAID, PEPFAR, and the Bill & Melinda Gates Foundation. As the SBCC Advisor for the USAID/PEPFAR-funded GHAIN project, he led the formative assessment for the "Heart-to-Heart" campaign, a national response adopted by the Government of Nigeria in 2006, which resulted in a more than 50% increase in HIV testing over five years. As Chief of Party for the $12 million C-Change program, he influenced national policy by securing the adoption of a minimum package of HIV prevention interventions and introducing SBC Communication as a degree-earning course at the University of Calabar. Furthermore, he managed the DREAMS Initiative in Malawi, which benefited over 50,000 adolescent girls and young women (AGYW) by preventing HIV and linking them to critical services.

Academically, Dr Ofem holds a PhD in Health Education and Promotion from Walden University, USA (2022), an MPH in Health Promotion from the University of Liverpool, United Kingdom (2015), an MSc in Mass Communication (2007), and a BSc in Medical Physiology (1990). He is currently the Co-Chair of the Evidence for Impact Cluster of the Global Alliance for Social and Behaviour Change (2023-Present) and the Country Coordinator for the Africa Society for Social and Behaviour Change (AS-SBC) in Nigeria (2023-Present).
